Gwinnett Transit SPLOST 2024

Overview

A Transit Special Purpose Local Option Sales Tax (TSPLOST) will be presented to voters on the November 2024 ballot in Gwinnett County. This will be the fifth time Gwinnett residents have voted on transit propositions; all previous attempts were unsuccessful. The last vote took place in November 2020 and failed by a 0.28% margin.

The 2024 Transit Expansion Plan was unanimously approved by the Gwinnett BOC in September 2023, approved by the Atlanta-Region Transit Link Authority (ATL) in February 2024, and on June 4th, 2024 was approved by the Gwinnett County Board of Commissioners (4-1) for referendum.  Therefore the TSPLOST referendum is slated for November 2024’s ballot and, per HB930, the referendum must be advertised to Gwinnett constituents at least four weeks prior to voting.

The Plan does not include any projects for heavy rail, which were included in the 2020 proposal. Instead, the 2024 Transit Expansion Plan would invest $17 billion in transit-related services like bus-rapid transit and microtransit: $12.4 billion from a one percent sales tax over thirty years and $4.6 billion from other funding sources. Within the first 10 years, the Transit SPLOST would deliver:

  • 100 percent countywide shared ride service
  • 115 miles of quick ride service
  • 26 miles of rapid ride service
  • 20 transit transfer centers
  • Two airport ride connections
  • Nearly 346 miles of county ride service

On June 12th, the Gwinnett Chamber's Public Policy Committee voted to unanimously recommend the Gwinnett Chamber Board to support the transit referendum; on June 13th, the Gwinnett Chamber Board of Directors unanimously approved their support.
