On Thursday, February 1st, 2024, the Atlanta-Region Transit Link Authority (ATL) reviewed transit plans for Gwinnett, Cobb, and Douglas County, among other agenda items. The first readthrough of Gwinnett’s Plan took place in December 2023, and, on Thursday, the ATL moved to adopt “Amendment #2” to its ATL Regional Transit Plan (ARTP), advancing Gwinnett’s transit resolution to the next step.
According to our sources, since the transit plans for Cobb and Douglas are at the same point (the first readthrough) in ATL’s process, their Plans are being considered together as “Amendment #3” to the ARTP. ATL’s process requires a 30-day waiting period for public comment before any amendment can be adopted. Our sources expect ATL to adopt Amendment #3 at its next board meeting on April 4th, 2024.
While Cobb’s Plan and Douglas’ Plan are considered together in the same Amendment #3, an important distinction must be noted: Douglas County has made zero indications that they are actively considering a TSPLOST referendum. According to our sources, Douglas is simply getting their project plans on the ARTP, possibly for a referendum in the future year. Cobb County, on the other hand, has actively pursued the process for placing a referendum on the November 2024 ballot.
